Add the remaining 1 teaspoon each of chili powder, garlic powder, and onion powder; season with salt and black pepper to taste. Stir in tomato paste; cook, stirring often, for 2-3 minutes. Add riced cauliflower; continue cooking for another 4-5 minutes, stirring frequently. Remove from heat and stir in 1 cup of Cheddar cheese. Transfer the cauliflower mixture to the top of the beef mixture in the baking dish, smoothing with a spatula to create an even layer. (Cook time: 14 minutes)
