In a saucepan, melt 2 tablespoons butter over medium heat. Whisk in flour to form a paste. Remove from heat; gradually whisk in milk and cream until smooth. Season with salt and pepper. Return to heat, simmer, whisking constantly, until thickened, about 5 minutes. (10 minutes)

Place noodles in the casserole dish, top with peas, mushrooms, and shrimp. Pour sauce over, sprinkle with crushed crackers, and dot with butter slices. (5 minutes)

Bake for 1 hour, or until topping is golden brown and crisp. Let stand for 10 minutes before serving. (70 minutes)

For a richer flavor, sauté the mushrooms in butter before adding them to the casserole.
Feel free to add a splash of sherry or white wine to the cream sauce for added depth.
If you don't have crackers, you can use breadcrumbs mixed with melted butter.
Ensure your shrimp are not overcooked in step 2, so they will remain tender during baking.
