Arrange 4 corn tortillas in a single layer at the bottom of the prepared baking dish, slightly overlapping if necessary to cover the surface. Sprinkle 1 cup of the shredded Cheddar cheese evenly over the tortillas. Spoon half of the chili mixture over the cheese layer, spreading it out to cover. Repeat this layering process two more times, using 4 tortillas, 1 cup of cheese, and the remaining chili mixture for each layer. Finish with a final layer of 1 cup of Cheddar cheese on top.
