In a large skillet, heat the extra virgin olive oil over medium-high heat until shimmering. Add the minced garlic to the hot oil and cook until fragrant, being careful not to burn it. Sear the beef roast in the hot oil on all sides until a rich, golden-brown crust forms. This step is crucial for developing deep flavor. Transfer the seared roast to a slow cooker. Pour the water over the roast. (Cook time: 15 minutes)

Cover the slow cooker and cook on Low heat for 5 hours. After 5 hours, add the anise seed and sesame seed to the slow cooker. Continue cooking on Low heat for another 4 hours. (Cook time: 9 hours)

Add the julienned green bell pepper to the slow cooker. Continue cooking until the beef is incredibly tender and easily pulls apart with a fork, approximately 1 hour more. (Cook time: 1 hour)

For an even deeper flavor, consider adding a bay leaf or a pinch of red pepper flakes to the slow cooker during the initial cooking phase.
If you prefer a richer sauce, you can deglaze the skillet after searing the beef with a splash of red wine before transferring it to the slow cooker.
