In a medium saucepan, combine the water and cinnamon sticks. Bring to a vigorous boil over high heat. (8 minutes)
Once boiling, reduce the heat to low, cover the saucepan, and gently simmer until the water is infused with the warm essence of cinnamon, about 5 minutes. This step builds the aromatic foundation of the dish.
Introduce the rinsed rice to the simmering cinnamon-infused water. Return to a boil briefly, then reduce the heat to the lowest setting.
