Whisk in flour until smooth and cook, stirring constantly, until the mixture forms a paste-like consistency and turns a light golden brown, 5 to 10 minutes. This roux is the key to a creamy sauce. Increase heat to medium. Gradually pour in milk, whisking continuously to prevent lumps, until the sauce thickens and bubbles gently, 5 to 10 minutes. Reduce heat to low. Add Cheddar cheese, about 2 tablespoons at a time, stirring until each addition is fully melted before adding more, creating a smooth and luscious cheese sauce, 10 to 15 minutes. Stir in mustard powder, white pepper, celery seeds, and 1/2 teaspoon salt until well combined, 1 to 2 minutes. (30 minutes)

In a separate bowl, mix melted butter and bread crumbs until well coated. Sprinkle the buttered bread crumbs evenly over the carrot mixture in the casserole dish. (5 minutes)

Bake in the preheated oven until the sauce is bubbling and the breadcrumb topping is golden brown and crispy, 25 to 30 minutes. Let stand for a few minutes before serving. (30 minutes)

For a richer flavor, use a combination of sharp and mild Cheddar cheese.
Add a pinch of nutmeg to the cheese sauce for warmth and complexity.
If you don't have bread crumbs, crushed crackers or potato chips can be used as a topping.
To make ahead, assemble the casserole but do not bake. Cover and refrigerate for up to 24 hours. Add 10-15 minutes to the baking time when baking from cold.
Consider adding other vegetables like parsnips, turnips, or sweet potatoes for a more complex flavor profile.
