In the slow cooker, incorporate the water, brown sugar, chili powder, pumpkin pie spice, onion powder, salt, and pepper. Stir well to ensure all ingredients are evenly distributed. (2 minutes)

Cover the slow cooker and set it to cook on Low for 6-10 hours, or until the flavors have melded together beautifully. (6-10 hours)

For a richer flavor, consider browning the pearl onions in the skillet before adding them to the slow cooker.
