For extra flavor, try adding a splash of hot sauce or a pinch of smoked paprika to the potato mixture. If you don't have fresh chives, dried chives can be substituted. Use about 1 teaspoon of dried chives. To make ahead, prepare the potatoes up to the point of the final baking. Cover and refrigerate for up to 24 hours. Add the final toppings and bake as directed when ready to serve.
