Step

In a large bowl, whisk together the coconut vinegar, soy sauce, half of the chopped garlic, bay leaves, garlic powder, pepper, and annatto powder. Add the chicken pieces, ensuring they are fully coated in the marinade. Cover the bowl and refrigerate for at least 4 hours, or preferably overnight, to allow the flavors to fully penetrate the chicken. (Minimum 4 hours)

Remove the chicken from the marinade and pat dry with paper towels. Reserve the marinade for later use.

Heat 2 tablespoons of vegetable oil in a large skillet or Dutch oven over medium-high heat. Add the chicken pieces and cook until browned on all sides, about 4 minutes per side. Remove the chicken from the skillet and set aside.

In a small skillet, heat the remaining 1 tablespoon of vegetable oil over medium heat. Add the remaining chopped garlic and cook, stirring frequently, until golden brown and fragrant, about 3 minutes. Stir in the remaining annatto powder and simmer for another 3 minutes, allowing the flavors to meld together. (about 3 minutes)

Pour the annatto mixture over the chicken in the large skillet or Dutch oven. Add the reserved marinade. Bring the mixture to a simmer, then reduce the heat to low, cover, and cook until the chicken is tender and cooked through, about 45 minutes.

Uncover the skillet and continue to cook until the sauce has reduced slightly and thickened, about 10 minutes more. (about 10 minutes)

For an even deeper flavor, marinate the chicken overnight.
Serve over steamed white rice, quinoa, or cauliflower rice for a complete and satisfying meal.
Adjust the amount of soy sauce and vinegar to your taste preference.
Feel free to add other vegetables such as potatoes or bell peppers to the adobo during the last 30 minutes of cooking.
