Sear the Beef: Heat 2 tablespoons of olive oil in a large skillet over high heat. Add the beef, onion, and garlic. Cook, stirring occasionally, until the meat is browned on all sides and the onion is translucent (6-8 minutes).

Combine and Simmer: Add the diced tomatoes, cinnamon stick, bay leaves, rosemary, black pepper, and salt to the skillet. Cook over medium heat, stirring occasionally, for about 3 minutes. Stir in the red wine and vinegar.

Slow Cook: Transfer the beef mixture to a slow cooker and stir in the ketchup. Cover and cook on Low heat until the beef is very tender (6-8 hours).

Sauté Shallots: Meanwhile, heat the remaining 1 tablespoon of olive oil in a separate skillet. Add the peeled shallots and sauté until they are softened and lightly browned (3-4 minutes). Add the cooked shallots to the stew during the last 1-2 hours of cooking.

Serve: Remove and discard the cinnamon stick, bay leaves, and rosemary sprig before serving. Serve hot with rice or crusty bread.

For an even richer flavor, use a high-quality dry red wine such as Cabernet Sauvignon or Merlot.
If you don't have fresh rosemary, 1 teaspoon of dried rosemary can be substituted.
Adjust the amount of ketchup to taste, depending on your preferred level of sweetness.
Serve with a dollop of Greek yogurt or a sprinkle of fresh parsley for added freshness.
