Combine black pepper and fennel seed in a mortar. Grind to a coarse powder using a pestle. Divide the mixture in half. Place half into a small bowl and mix with salt. (5 minutes)

In a separate bowl, combine the remaining pepper-fennel mixture with the crushed garlic, rosemary, 2 tablespoons olive oil, orange juice, and cayenne pepper. (5 minutes)

Thoroughly rub the rosemary mixture over both sides of the flank steak, using a fork to create small punctures, allowing the marinade to penetrate the meat. Place the steak in a resealable plastic bag and marinate in the refrigerator for at least 2 hours, or preferably overnight. Remove from the refrigerator and discard any excess marinade. (2 hours +)

Preheat an outdoor grill to medium-high heat. Ensure the grill grate is clean and lightly oiled. (10 minutes)

Sprinkle the reserved pepper-fennel-salt mixture evenly over the steak. Drizzle the halved oranges with 1 tablespoon of olive oil. (5 minutes)

Place the steak on the preheated grill and cook for approximately 5 minutes per side, or until it reaches an internal temperature of 130°F (54°C) for medium-rare. Use an instant-read thermometer to ensure accuracy. Remove the steak from the grill and let it rest on a plate for 10-15 minutes before slicing against the grain. (15-20 minutes)

Place the orange halves, flesh-side down, on the grill and cook until they are golden brown and caramelized, approximately 3-5 minutes. (5 minutes)

Arrange the sliced steak on a serving platter with 3 of the grilled orange halves. Squeeze the juice from the remaining caramelized orange half over the steak before serving. (5 minutes)

For best results, marinate the steak overnight to allow the flavors to fully develop.
If you don't have a mortar and pestle, you can use a spice grinder to grind the pepper and fennel seeds.
Be careful not to overcook the steak. Use an instant-read thermometer to ensure it reaches the desired level of doneness.
Grilling the oranges adds a wonderful smoky sweetness, but you can also roast them in the oven at 400°F (200°C) for about 15-20 minutes if you prefer.
