Combine water and beef base in a 6-quart slow cooker and stir well. (5 minutes)

Add prime rib, potatoes, frozen vegetables, red wine, onion, ketchup, celery, carrots, garlic, parsley, thyme, salt, and pepper. (10 minutes)

Cook on Low until vegetables are tender, 6 to 8 hours.

Adjust the amount of red wine to your preference. For a non-alcoholic version, substitute with beef broth.
If you prefer a thicker stew, whisk 1 tablespoon of cornstarch with 2 tablespoons of cold water and stir it into the stew during the last 30 minutes of cooking.
