Prepare the Cauliflower and Garlic: In a saucepan, insert a steamer basket and add water until it reaches just below the bottom of the basket. Cover and bring the water to a rolling boil. Place the cauliflower florets and peeled garlic cloves in the steamer basket. Steam until the cauliflower is very tender and the garlic is softened, approximately 10-15 minutes.

Smash and Combine: Remove the softened garlic cloves and smash them with a fork until they form a paste. Transfer the steamed cauliflower and smashed garlic to a pot.

Mash and Enrich: Add the butter and chopped chives to the cauliflower mixture. Using a fork or potato masher, mash until smooth and creamy. Stir in the light cream until well combined.

Finish and Season: Sprinkle the grated Parmesan-Reggiano cheese over the top of the mixture. Season generously with salt and freshly ground black pepper to taste.

Warm Through: Cook the cauliflower mixture over low heat, stirring occasionally, until the cream is absorbed and the butter is fully melted and incorporated, about 12 minutes. This step enhances the flavors and creates a cohesive dish.

For an extra layer of flavor, try roasting the garlic before steaming. Wrap the garlic cloves in foil with a drizzle of olive oil and roast at 400°F (200°C) for about 20 minutes, or until softened and fragrant.
Garnish with extra chives and Parmesan cheese before serving for a more visually appealing dish.
