In a food processor, combine mushrooms, onion, and eggplant. Pulse until very finely chopped but not liquefied (8-10 pulses). (5 minutes)
Drizzle 2 tablespoons of olive oil into a skillet over medium-high heat. Add the mushroom mixture and a large pinch of salt. Cook, stirring occasionally, until softened (about 10 minutes).
Prepare the peppers: Cut off the tops of the cherry peppers (discard stems, save the pepper ring). Halve and remove seed pods. Repeat with bell peppers and habaneros. (Wear gloves!) In the food processor, pulse the peppers until very finely chopped but not liquefied. (15 minutes)
Transfer the pepper mixture to the skillet with the eggplant-onion-mushroom mixture. Add the remaining olive oil, fennel seeds, oregano, and a pinch of salt. Cook over medium-high heat, reducing heat as needed, until the peppers are sweet and tender (20-30 minutes), stirring occasionally.
