In a medium saucepan, combine the beef broth, water, and rinsed quinoa. Bring to a boil over medium-high heat. (2 minutes)

Reduce heat to medium, cover the saucepan, and simmer for 5 minutes.

Stir in the sliced green onions, drained mushrooms, green beans, and chopped fresh tarragon. Continue to simmer, covered, until the green beans are tender-crisp, approximately 5 more minutes. (5 minutes)

Gently stir in the evaporated milk. Season to taste with sea salt and freshly ground black pepper.

Simmer for an additional 2 minutes, or until the soup is heated through. Avoid boiling after adding the evaporated milk. (2 minutes)

For a vegetarian version, substitute vegetable broth for the beef broth.
Feel free to add other vegetables such as diced carrots, celery, or zucchini.
If you don't have fresh tarragon, 1 teaspoon of dried tarragon can be used instead.
For a richer flavor, sauté the green onions and mushrooms in a little olive oil before adding them to the soup.
