Dry steak well with paper towels and cut into four 4-inch pieces. Season generously with salt and freshly ground black pepper.

Place flour into a shallow bowl. Dredge steak in flour, shaking off any excess to ensure a light coating.

Turn on your Instant Pot and select the Sauté function. Heat 1 tablespoon of avocado oil in the pot. Once hot, carefully add the steak in batches, ensuring not to overcrowd the pot. Sear the steak until nicely browned on all sides (about 2 minutes per side). Transfer the browned steak to a warm plate and set aside.

Add the remaining 1 tablespoon of avocado oil to the pot. Introduce the chopped bell pepper, onion, carrot, and celery. Cook, stirring occasionally, until the onion becomes soft and translucent (3-4 minutes). Stir in the finely chopped garlic and cook until fragrant (about 1 minute).

Pour in the Merlot wine to deglaze the pot, scraping up any browned bits from the bottom to enrich the sauce. Mix in the canned chopped Italian-style tomatoes, Worcestershire sauce, 1 teaspoon of salt, oregano, and paprika. Return the seared steak to the pot and nestle it into the tomato mixture, ensuring it's mostly submerged.

Close and lock the lid of the Instant Pot. Select the manual pressure setting and set the timer for 30 minutes. Allow 10-15 minutes for the pressure to build inside the pot.

Once the cooking time is complete, allow the pressure to release naturally (about 5 minutes). Carefully open the valve to release any remaining pressure (about 5 minutes more). Unlock and remove the lid with caution, as steam will escape.

For a richer flavor, consider using bone-in chuck steak.
Adjust the amount of salt and pepper to your preference.
If you don't have Merlot wine, you can substitute it with beef broth or red wine vinegar.
Serve over mashed potatoes, egg noodles, or rice for a complete and satisfying meal.
