In a large pot over medium-high heat, cook ground beef, bell pepper, and onion until beef is browned and crumbly and vegetables are softened, approximately 5-7 minutes.

In a saucepan, heat pinto beans over medium heat until warmed through, about 5 minutes. Stir in tomato paste until well combined.

In a small bowl, whisk together 2 cups plus 2 tablespoons water, chili powder, sugar, salt, and pepper. Pour this mixture into the pot with the beef and vegetables. Add the pinto bean mixture. Cover and let it simmer for 20 minutes, allowing the flavors to meld.

While the goulash simmers, bring a large pot of lightly salted water to a boil. Add elbow macaroni and cook until tender yet firm to the bite, around 8 minutes. Drain the macaroni thoroughly.

Gently mix the cooked macaroni into the goulash. Cover the pot and simmer for an additional 30 minutes to 1 hour to allow the macaroni to absorb the flavors of the sauce.

For a richer flavor, try using a blend of ground beef and ground pork.
Adding a can of diced tomatoes will give the goulash a chunkier texture and brighter flavor.
Adjust the amount of chili powder to suit your preferred level of spiciness.
If you don't have pinto beans on hand, kidney beans or black beans make excellent substitutes.
