For a richer flavor, use regular cream cheese and whole milk. Add a pinch of garlic powder or onion powder to the cheese sauce for extra flavor. If you don't have a steamer, you can boil the cauliflower until tender-crisp, but be careful not to overcook it. To make ahead, assemble the casserole and refrigerate it (unbaked) for up to 24 hours. Add 5-10 minutes to the baking time.
