In a saucepan, heat olive oil and butter over medium heat. Add garlic, onion, and red bell pepper. Cook, stirring occasionally, until the onion becomes translucent, about 5 minutes. Season with Italian seasoning and continue cooking for another 2 minutes.

Sprinkle flour over the onion mixture and stir to combine. Gradually whisk in white wine, bring to a simmer, and cook until the liquid has reduced by half, approximately 7-10 minutes.

Pour in chicken broth and bring to a boil. Stir in half-and-half and cook until it just begins to bubble. Add spinach, artichokes, and mozzarella cheese. Cook, stirring constantly, until the cheese is fully melted and the dip is creamy and heated through, about 5 minutes.

For a vegetarian option, substitute vegetable broth for chicken broth. If you prefer to omit the wine, add an extra 1/2 cup of broth.
To keep the dip warm for serving, transfer it to a small slow cooker or fondue pot on the warm setting.
