Introduce the shredded cabbage and chopped green onions, cooking until they begin to soften and wilt, approximately 2 minutes. Turn off the 'Sauté' function.

Add the cubed potatoes and water to the pot. Secure the lid, ensuring it is properly locked. Select the 'Manual' or 'Pressure Cook' setting and set the timer for 5 minutes. Allow the pressure to build inside the pot; this will take approximately 10 minutes.

Once the cooking time is complete, carefully release the pressure using the quick-release method, following the manufacturer's instructions for your specific model. This should take about 5 minutes. Once all pressure is released, unlock and remove the lid.

Remove the pressure cooker liner from the Instant Pot and place it on a stable surface. Add the milk to the potatoes and cabbage. Using a potato masher, gently mash the mixture to your desired consistency. Allow the Colcannon to stand for 3 minutes to allow the flavors to meld together.

Transfer the Colcannon to a serving dish. Create a small well in the center of the potatoes and add the remaining 2 tablespoons of butter. Season generously with salt and freshly ground black pepper to taste. Serve hot and enjoy!

For an extra layer of flavor, consider sautéing a clove of minced garlic with the cabbage and green onions.
If you prefer a smoother Colcannon, use an immersion blender to achieve a silky texture after mashing.
Feel free to experiment with different types of cabbage, such as Savoy or Napa, to alter the flavor profile.
To make it vegetarian, replace the butter with olive oil.
